The last passuk in Behar says: "You shall observe my Sabbaths and revere My sanctuary. I am Hashem." The opening passuk of Bechukosai continues, "If you will go in My Statutes etc, then I will provide your rains in their time etc."

The Gemara (121a) relates that the courtyard of Yosef ben Shichin caught fire on Shabbos, but although the men of the Roman governor volunteered to extinguish it he did not allow them to. But, lo and behold a miracle occurred on his behalf and rain started to fall, putting out the blaze.

According to the aforementioned passukim it is well understood why Yosef ben Shichin was saved from financial destruction, for the juxtaposition of the passukim indicates that rain will fall when those who observe the Torah need it.
